North Somerset Council (NSC) Local Plan 2023 – 2038
Update – 24th March 2022
To recap – NSC is obliged to create a local plan which, amongst other things, describes how it will deliver the target number of dwellings in the area that the Government requires. That figure is 20,000 over the life of the plan (2023-38) and the consultation paper for the currently “Preferred Options” was published on the 14th March.
At the Parish Council meeting on the 9th, your Councillors discussed the impacts on the village of construction on the land that lies to the south of Lampley Road and which had appeared in some earlier draft documents.
When the document was formally published a few days later, we can see that this piece of land is not included in the preferred options. There is no other development currently proposed for the village, so it is not now proposed to hold a public meeting.
If things change, we will let you know and regardless, you are free to read and comment individually on the plans, just go to the NSC website and search for the Preferred Options Consultation – March 2022. There is an interactive map which makes it very clear what development is proposed and where. Alternatively, speak to one of your Councillors about it.

In January, we told you (see below) about the emerging thinking for the NSC Local Plan and how a site near to Kingston Seymour – east of the motorway – had been put forward.
Since then, the NSC Executive were presented (2nd February) with a draft Preferred Options Plan. This draft covered the possible housing numbers from different areas in North Somerset and, whilst the Yatton area is mentioned in the draft, this specific piece of land is not.
The documents for the public consultation are issued on Monday 14th March and all residents are being urged to have their say by 29th April. We do not know whether this piece of land will be included in the published version.
Our experience suggests that a Parish Council view will carry greater influence and, to that end, we plan to host a public meeting before the end of April so that residents can come together and share their views on local sites and on the overall plan. The Parish Council will then collate and submit a document as our response to the consultation. The date for the meeting will be published in the village magazine, on our website and on Village Facebook.

NSC is obliged to create a local plan to demonstrate, among other things, how it will meet the target for new homes that is set for it by way of a Government formula. In this plan period, NSC is targeted to create 20,085 new homes across this fifteen-year period – so equivalent to 1,339 per year.
As part of the preparations for this plan, NSC has undertaken a “Call for Sites” exercise. In this process, individuals, developers, landowners, agents and other interested parties were invited to submit details of sites within North Somerset that may be available for redevelopment within the plan period through until 2038.
Sites of all types will have been considered including occupied, vacant, brownfield and greenfield sites. Those proposing the sites do not need to own the site to submit a proposal.
Sites submitted through this process are considered for suitability, achievability and availability and may feature in the draft plan which will be issued in March 2022 at the start of a six-week consultation period.
The Parish Council is aware that a site within the Parish has been put forward in this initial process and has appeared on a map which is in the “public domain”. The site is land to the south of Lampley Road and to the east (Yatton side) of the M5.
At this very early stage, we do not know who has suggested the site and, as stated above, it could be any number of parties who have done so.
The Local Plan covers a period through to 2038 but please be assured that, if this site does appear in the first draft local plan issued in March 2022, the Parish Council will engage with NSC to establish how valid the site might be, particularly in view of its location on the flood plain.

Subsequent Additional Comment by District Councillor Steve Bridger – 14th January 2022
I can assure you that this large site has been discounted and will definitely not be brought forward as an allocation in the new Local Plan. I’ve no idea who even suggested it.
The next stage will be a “Preferred Options” paper (including some new allocations across NS) which will come to the Council Executive on 2nd Feb for approval to go out to public consultation.
